Eu is Making Import Hot-rolled Stainless Steel Coil Origin Inspection
The European Commission has previously made the anti-dumping investigation of Turkey original or imports from Indonesia. For reason years Turkey export hot-rolled stainless steel coil and sheet to European has increased sharply, but Turkey local doesn’t produce such products, this makes the EU mill factories concerned, and investigate if circumvention for anti-dumping.
Eu is the biggest stainless steel consumption market apart from China, it will consume 6 million tons in a year. Eu it has a high trade barrier, it charge anti-dumping tax to China, Indonesia with stainless steel hot-rolled coil and cold-rolled coil.
On 16, Sep, 2021 the EU made the announcement that making the final decision with China, Taiwan, hot-rolled stainless steel coil and sheet anti-dumping. In which24.4%-25.3% to China, 0-6.8% to Taiwan of anti-dumping tax.
COMMISSION IMPLEMENTING REGULATION (EU) 2022/433 On 15 March 2022 Imposing definitive countervailing duties on imports of stainless steel cold-rolled flat products originating in India and Indonesia and amending Implementing Regulation (EU) 2021/2012 imposing a definitive anti-dumping duty and definitively collecting the provisional duty imposed on imports of stainless steel cold-rolled flat products originating in India and Indonesia.
In reason years Turkey has increased export stainless steel quantity to EU, which become 163 thousand tons, in 77.9% of total export volume, and when it first half year of 2022 it become 105 thousand tons, increase to 81% of total export volume.
This anti-dumping investigation is aim at stainless steel hot-rolled sheet and coil products, which Turkey has exported 37 thousand tons to EU. This makes the EU mill factories concerned.
There is no smelter in Turkey, only the Assan TST of POSCO make the factory to produce 0.3-3.0mm thickness, 1600mm maximum width cold-rolled stainless steel coil, which produce 300 thousand tons per year. To produce the cold-rolled stainless steel coil it need to import hot-rolled billet, and the import tax is 8%, so Turkey became the main country export country of China and Indonesia.
Above all, European Iron and Steel Association apply to make the investigation of Investigate possible circumvention of anti-dumping measures on imports of hot-rolled stainless steel sheet and coil. Imports of stainless steel sheet and coil originating in Indonesia, China and Taiwan, as well as hot-rolled stainless steel sheet and coil delivered to Turkey, are subject to registration regardless of whether they are declared as originating in Turkey on 17th Jul, 2022,
